Can Oregon nurses study with EKU online?
Not for the FNP, PMHNP, post-MSN certificates or RN to BSN at present. EKU's state authorization page says it is not accepting Oregon students into those online programs, and both of its licensure tables put Oregon under Does Not Meet Requirements. The post-master's DNP is a gap on EKU's page, and a planned move changes the picture, so both get a closer look below.

What EKU's page says about Oregon
Oregon is one of the 14 states EKU lists as SARA members with special restrictions. Most of the Oregon entry deals with refund rules, but one sentence decides the nursing question: "EKU is not accepting students for RN to BSN, Family Nurse Practitioner or Psychiatric Mental Health Nurse Practitioner online programs."

EKU also warns that anyone located in a Does Not Meet state may not be permitted to enroll in a distance program that leads to licensure. Oregon is one of eight states closed to EKU's online MSN, and the state authorization guide sets the eight side by side.
How Oregon's own board treats out-of-state NP programs
Oregon's board rules are not what stands in the way here. Ask the Oregon State Board of Nursing whether an out-of-state APRN school needs its sign-off before sending students to Oregon sites, and its APRN FAQ says no. The Board dropped its old prior-authorization rule for NP practicums run by non-Oregon schools in July 2021, and today the notice requirement falls only on pre-licensure PN and RN schools from other states.
The Board does look for Oregon licensure among faculty teaching in the state, and for authorization through Oregon's Higher Education Coordinating Commission or through NC-SARA before a school enrolls Oregonians. EKU's note gives no reason for its decision, so read the note as the answer and ask EKU if you want the background. AANP lists Oregon as a full practice state.
The unanswered DNP question
EKU's Oregon sentence names three programs and leaves out the post-master's DNP in Organizational Leadership. Oregon is also absent from EKU's list of states without restrictions, and the doctorate, which does not lead to a license, has no table of its own, so nothing on the page settles it either way. On Oregon's side, the Board lists DNP and RN to BSN programs among those that need not notify it.
If you already hold an MSN and are weighing the EKU DNP, send the Oregon question to EKU's online advisors in writing before you apply and keep the answer. EKU describes DNP projects as work you can complete in your organization or community, so the practice setting you would use is worth naming in that message.
Moving into or out of Oregon
For current EKU students, Oregon matters most as a destination. EKU's page says a relocation after you apply, or after admission, can mean losing your seat, and the graduate catalog requires you to report any change of location. An EKU FNP student in Idaho or California weighing a job offer in Portland, Salem, Eugene or Bend should talk with an advisor before saying yes, because Oregon is closed to new online FNP and PMHNP students and EKU publishes nothing specific on enrolled students who move there.
The reverse case is simpler. If you are already leaving Oregon for a state where EKU enrolls, such as Idaho, Nevada or California, your new state's status is what counts, and the move should be settled before you apply. Across the Columbia, Washington is closed as well, so both halves of the Portland-Vancouver-Hillsboro metro sit outside EKU's online nursing map.

Can Oregon residents apply to EKU's online FNP or PMHNP?
Not right now. Both concentrations fall under EKU's Oregon note, which says it is not taking Oregon students into those online programs, and the MSN licensure table, which also governs the two post-MSN certificates, marks Oregon Does Not Meet Requirements. EKU revises the page during the year, so recheck it before planning.
Does the Oregon board block out-of-state NP clinical placements?
No. The Oregon State Board of Nursing tells out-of-state APRN schools they can place students without its approval, and it retired its prior-authorization rule in 2021. The barrier for EKU applicants is EKU's own state page, which is what decides EKU enrollment.
I'm an EKU student and may move to Oregon. What should I do first?
Speak with your advisor before you commit. A move after admission can put your place at risk under EKU's relocation warning, and Oregon is closed to new online FNP, PMHNP and RN to BSN students. EKU's page says nothing specific about current students relocating to Oregon, so only EKU can tell you where you would stand.
Does an Oregon RN license carry over to compact states?
No. Oregon sits outside the Nurse Licensure Compact, with no bill to join pending in NCSBN's June 2026 map data, so an Oregon license covers Oregon alone. If you relocate to a state where EKU enrolls, plan on a license valid there before any clinical course; the RN license and Nursys guide explains the compact.
