EKU NP students in Oklahoma: the state's clinical conditions
Every EKU online nursing program takes Oklahoma residents: the MSN and RN to BSN licensure tables both read Meets Requirements, and EKU posts no Oklahoma restriction. Oklahoma's own board, though, attaches three conditions to APRN clinicals done in the state through a program based elsewhere, and they are worth checking before your first NSC 800 shift.

Oklahoma sits among EKU's SARA member states without restrictions, and no Oklahoma note for nursing appears on the page. EKU's side is therefore simple; Oklahoma's side is where the detail lives, as the next section shows. The state authorization guide covers how EKU's tables and notes fit together.
Oklahoma's three conditions for out-of-state APRN clinicals
Oklahoma rule OAC 485:10-5-12 makes programs from other states that lead to a first nursing license ask the board's permission in advance. EKU's NP students are already RNs, and subsection (c) of the rule lets a registered nurse studying in another state's APRN program complete clinicals and preceptorships there with no separate permission step, as long as all three of these hold:
- Your license covers OklahomaYour RN license must let you practice in Oklahoma and carry no encumbrance. The Oklahoma board has issued multistate licenses since the Nurse Licensure Compact began there on January 19, 2018, and says multistate holders can work across compact states without extra licenses; confirm with your faculty how your license meets the rule.
- Oklahoma-licensed faculty oversightThe faculty member responsible for the clinical component must be licensed in Oklahoma, without encumbrance, at the level taught or higher. That sits on EKU's side, so ask your course faculty how it is arranged.
- Program standardsThe program itself must meet the Oklahoma Board of Nursing's education requirements for APRNs.
RN to BSN study goes unmentioned in the rule. Separately, EKU's graduate catalog asks you to report the physical location of any supervised placement outside Kentucky.
Restricted practice and who precepts in Oklahoma
AANP groups Oklahoma with the restricted-practice states. Oklahoma NPs must document 6,240 hours of physician supervision for prescriptive authority in a written statement, and they cannot prescribe Schedule II drugs. A recently licensed NP preceptor could still be working through those hours, so talk through how prescribing decisions are made at the site.
Kentucky's regulation for APRN programs accepts APRNs, physicians and physician assistants as preceptors, and your faculty judge fit for each EKU course. As a Kentucky program, EKU answers for securing your preceptor wherever you train, and the same rule leaves room for your say in where that is. Oklahoma City, Tulsa and a tax credit for preceptors
Roughly 1.5 million people live in the Oklahoma City metro and 1.1 million in Tulsa's, with Lawton and Enid far smaller. The University of Oklahoma runs OU Health, its academic system; INTEGRIS Health, SSM Health St. Anthony, Hillcrest HealthCare System and Saint Francis Health System are other Oklahoma providers. They are named for orientation, not as sites hosting EKU students.
Oklahoma also gives preceptors a reason to say yes. Under HB 3351 of 2024, Oklahoma-licensed APRNs, physicians and physician assistants who deliver primary care in the state may claim a state income tax credit when they precept students in APRN, PA or medical programs. Each 160-hour aggregate block counts as a rotation, the per-rotation credit rises from the fourth rotation in a calendar year, and ten rotations a year is the cap. The credit is nonrefundable, carries forward for five years and covers tax years 2026 through 2035. The Oklahoma Health Care Workforce Training Commission administers the program and awards credits first-come, first-served.

Questions EKU students ask
Can I enroll in EKU's online PMHNP from Tulsa or Oklahoma City?
Yes. EKU's MSN licensure table, which covers the PMHNP, the FNP and both certificates, lists Oklahoma as Meets Requirements, and EKU sets no Oklahoma restriction. Your psychiatric clinicals, including the NSC 886 internship, would run in Oklahoma under the board's three conditions. EKU publishes no PMHNP hour total, so get yours from your faculty.
Would my Oklahoma preceptor qualify for the state's preceptor tax credit?
It depends on the preceptor. The credit is aimed at Oklahoma-licensed APRNs, physicians and physician assistants who provide primary care services in Oklahoma and precept APRN students, among others. The commission administers the credit and awards it while funds last, so your preceptor should check its program page directly, especially if the practice is psychiatric rather than primary care.
Can I do EKU's RN to BSN clinical course in Oklahoma?
Yes. The RN to BSN table lists Oklahoma as Meets Requirements, and Oklahoma's rule for out-of-state programs does not address RN to BSN study. The course is NSC 442C, and EKU has said RN to BSN students may complete the capstone clinical project where they already work. See the RN to BSN clinical guide.
Can I use a site in Arkansas or Texas if I live near the border?
Cross-border sites are a faculty question, since EKU publishes no rule on them. Both neighbors show Meets Requirements on EKU's page. No Arkansas rule was found requiring approval of out-of-state programs for clinical-only placements, and Texas limits its out-of-state approval rules to pre-licensure programs.
